The beep to enter programming mode is an indication of entering programming mode however, it is not necessary. In addition to the programming beep being quiet, it is a tone that for some people is hard to hear. Even if you do not hear the beep, complete all of the programming steps without awaiting the chime as it is likely already in programming mode.
